From 3 to 6 March 2026, a meeting of the Working Group on the development of the Action Plan and teacher training was held at the Council of Europe headquarters in Strasbourg, as part of the joint European Union and Council of Europe project “Quality Education for All”. The project is implemented in the Republic of Serbia in partnership with the Ministry of Education, the Institute for Education Quality and Evaluation, and the Institute for the Improvement of Education.
The Institute’s delegation, comprising Acting Director Prof. Dr Boris Stojkovski and Deputy Director and Research Associate Assoc. Prof. Dr Milan Gromović participated in a meeting of decision-makers with Council of Europe experts on the implementation of the Reference Framework of Competences for Democratic Culture (RFCDC) in the national education system.
Discussions focused primarily on the Action Plan and the roadmap, with the aim of their finalisation, adoption, and the definition of key steps for further integration of the RFCDC, as well as ensuring its long-term sustainability, expected to be achieved by the end of Phase IV of the Horizontal Facility programme.
During intensive discussions, a significant number of proposals were put forward to improve the Action Plan. A detailed analysis and revision were carried out, and concrete steps for further development were agreed upon.

The Institute will continue its work on integrating the RFCDC into curricula and teacher training programmes, with particular emphasis on establishing a sustainable system for monitoring and evaluating the development of democratic culture and competences in schools
