The main target groups concerning the Institute’s activities are:

  • Educational institutions – teachers, headmasters, professional associates in institutions: kindergartens, primary schools, secondary schools, etc.
  • Ministry of Education, Science and Technological Development of the Republic of Serbia
  • National Education Council
  • Institute for Improvement of Education
  • State administration bodies and agencies of the Government of the Republic of Serbia
  • Universities and university departments involved in teacher education
  • Publishers of textbooks and teaching materials

The Institute’s support to Educational Institutions:

  • Provides professional support and training to schools in the area of monitoring and evaluating the extent to which goals, tasks, and general and specific knowledge standards are achieved;
  •  Verifies the achievement of prescribed goals, tasks and general and specific knowledge standards at the national level; implements international studies;
  • Monitors students’ achievement (national examinations);
  • Conducts research for its own purpose or at the request of the Ministry of Education, Science, and Technological Development of the Republic of Serbia, and the National Education Council;
  • Monitors and evaluates implemented changes and provides feedback to institutions;
  • Publishes and distributes the Institute’s publications to the schools.  

The Institute’s Cooperation with the Ministry of Education, Science, and Technological Development:

  • The Institute performs delegated professional tasks of significance for the development of education quality;
  • The Institute submits initiatives to the Minister aimed at improving education in the field of quality evaluation;
  • Monitors and evaluates implemented changes and provides feedback to the relevant decision-makers within the education system;
  • Conducts research on behalf of the Ministry;
  • Institute experts participate in the work of committees established by the Ministry;
  • Carries out comparative analysis with European evaluation systems, and proposes measures for quality assurance and the enhancement of the education system.

The Institute’s Expert Contribution to the National Education Council:

  • Prepares proposals for the development of quality preschool, primary, and secondary education upon request;
  • Carries out expert tasks related to the preparation of proposals for general and specific knowledge standards by levels and types of education;
  • Performs expert tasks in monitoring and analysing the quality of education;
  • Conducts research at the request of the National Education Council;
  • Prepares expert materials on issues concerning the evaluation of education quality, as determined by the National Education Council.

The Institute’s Collaboration with the Institute for the Improvement of Education:

  • Participates in the work of committees established by the Institute for Improvement of Education;
  • Contributes to the development of a systemic approach to the advancement and quality assurance of education.

The Institute’s Engagement with International and Non-Governmental Organisations:

  • Plans, coordinates, and implements arrangements with international institutions;
  • Enhances and maintains cooperation with donors in the field of education, such as UNICEF, UNDP, CIDA, SDC, the British Council, Save the Children, Microsoft, and others.

The Institute’s Coordination with Government Administration Bodies:

  • Plans its activities following the adopted overall goals of the state in the field of education policy development;
  • Coordinates and purposefully cooperates with, and informs, relevant ministries, either upon request or on its own initiative;
  • Operates in accordance with applicable legislation.

The Institute’s Interaction with the Educational Inspection:

  • Exchanges information of mutual interest;
  • Issues invitations to participants in key seminars, meetings, and round tables addressing matters within the domain of education quality evaluation.

The Institute’s partnership with University Departments involved in Teacher Education:

  • Delivers and communicates education standards to universities, by level and type of education;
  • Initiates dialogue between practitioners and faculty;
  • Engages university lecturers in the implementation of its projects and programmes.

The Institute’s Involvement with Publishers:

  • Participates in the development of manuals and professional literature in the field of education;
  • Evaluates textbooks upon request.

The Institute’s Communication with the Media:

  • Provides information to the media about its activities;
  • Promotes the importance of quality education and the evaluation of educational outcomes.
